In June, 1980, the Holy Spirit Association for the Unification of World Christianity (HSA) purchased certain property, which had previously been used as a children's summer camp, in the Town of Rochester in Ulster County. Sometime thereafter, an inspection of the property was made by the Town of Rochester's zoning inspector in order to determine whether HSA had changed the use of the property in such a way as to require a new zoning permit.
