This is an employer's appeal of an award of unemployment compensation. Claimants were nonunion employees of the Arlington Hotel in Hot Springs. On March 12, 1981, several of the employees and a union official requested that the hotel recognize the International Ladies Garment Workers' Union as the exclusive bargaining agent for the employees. The hotel's general manager told them they could file a petition with the National Labor Relations Board...
