OPINION BY JUDGE BLATT, May 26, 1982:

The Pittsburgh & Lake Erie Railroad Company (P&LE) and the County of Fayette (Fayette) have separately appealed a Public Utility Commission (PUC) final order imposing certain bridge rehabilitation costs upon them. We affirm1 the PUC order in each case.
