This controversy began when the Maryland State Board of Dental Examiners (the Board) reprimanded the appellant, Edward M. Barnett, D.D.S., on September 10, 1980. It based its conclusion on the finding that his advertising tended to be deceptive or misleading, in violation of Maryland Code (1957, 1976 Repl. Vol.), Article 32, § 11 (k) (1).
