This case reaches the Court on an application for a stay pending appeal. Normally, such a routine matter would not cause the Court to enter an Opinion in support of an Order. In this case, however, special circumstances have moved the Court to enter this Opinion in support of the Order which will be entered to deny the request for a stay.1
