STAPLETON, District Judge:

The Outer Continental Shelf Leasing Act, 43 U.S.C. § 1331 et seq., provides for the leasing of oil, gas and other offshore mineral resources in the Outer Continental Shelf. The Secretary of the Interior has responsibility for maintaining an oil and gas leasing program1 and is authorized to grant leases to the "highest responsible qualified bidders."2...
