Frank A. Bivighouse has appealed from an order of the Court of Common Pleas of Montgomery County dismissing his mandamus action against the Borough Council of the Borough of Telford. By the action below, Bivighouse sought to compel the Borough Council to engage in collective bargaining with him, pursuant to "Act 111,"1 concerning the terms and conditions of his employment for the year 1981...
