LARSON, Justice.

This case involves a dispute between lot owners on West Okoboji Lake and the Iowa Conservation Commission over the control of the lake's Tribune Beach. In 1929, The Tribune Company, publisher of a Sioux City newspaper, owned land adjacent to the lake. After having the land surveyed a proprietor's plat was prepared for "Triboji Beach." This new unincorporated subdivision was composed of lots, blocks, streets, boulevards, parks, and "Tribune Beach....
