In May of 1981, while petitioner was on federal parole, he was arrested in Montreal, Canada, and pled guilty to a misdemeanor charge of possessing $600 worth of stolen travelers' checks. After serving the very short sentence imposed, petitioner was arrested for violating the conditions of his parole while en route to report to his parole officer in Boston.
