Reynolds [Reynolds] filed a claim with the North Dakota Workmen's Compensation Bureau [Bureau] for an injury to his neck and back allegedly sustained, on 26 May 1979, while working for Cardinal Drilling Co. in Billings County, North Dakota. The Bureau denied the claim and Reynolds requested and received a rehearing after which the Bureau reaffirmed its denial and dismissed the claim.
