This matter is before the court on the plaintiff's petition for a writ of certiorari under G.L. 1956 (1977 Reenactment) § 42-35-16. The plaintiff, Dalmazio O. Santini (Santini), owns property on Great Island in the town of Narragansett, Rhode Island. The property, designated Lot No. 83 on the town assessor's plat R-3, abuts on Point Judith Pond.
