July 18, 1978, the Polk County Board of Supervisors adopted a zoning ordinance modification to regulate adult bookstores, adult motion picture theaters, and massage parlors. These regulations included a twelve-month amortization period designed to eliminate nonconforming uses. Plaintiffs' adult bookstore and massage parlor did not comply with the concentration regulation and were subject to amortization...
