Plaintiff Dennis Ronald Sheehan and his wife, plaintiff Nellie Katherine Sheehan, filed a complaint against the United States on December 17, 1981, seeking damages under the Federal Tort Claims Act for injuries allegedly caused by Mr. Sheehan's exposure to radiation while he was a member of the Army almost 30 years ago.
