These five cases, which have been consolidated for appeal, were all initiated in the St. Joseph Superior Court, Traffic and Misdemeanor Division, for alleged violations of Chapter 13, Article 4, Section 13-55.1 of the South Bend Municipal Code, which prohibits "Loitering for Solicitation." In each cause, motions to dismiss were filed challenging the constitutionality of the ordinance. The trial court issued its order dated April 16, 1981...
