DAVIDSON, J., delivered the opinion of the Court.

The Constitution of the United States, amendment VI provides in pertinent part:

"In all criminal prosecutions, the accused shall enjoy the right ... to have the assistance of Counsel for his defense."

The Constitution of the United States, amendment XIV provides in pertinent part:

"No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United...
