Respondent, Iowa Department of Job Service, appeals from a decision by the district court on judicial review allowing petitioner, Gary G. Kehde, to recover unemployment benefits. The court's decision reversed the Department's disqualification of Kehde under section 96.5(2), The Code, from eligibility for benefits because of misconduct.
