Plaintiffs-appellees commenced this action in the Lake Superior Court seeking declaratory and injunctive relief to prevent defendants-appellants from using redistricting plans drawn by the Lake County Redistricting Commission pursuant to Ind. Code § 36-2-2-4, and Ind. Code § 36-2-3-4. On change of venue the Newton Superior Court declared the sections of each statute relating to counties having more than two second-class cities unconstitutional...
