Herrin was involved in an accident; at the time of the mishap Mr. Herrin was operating his own vehicle without insurance coverage as required by the "Pennsylvania No-fault Motor Vehicle Insurance Act," No-fault Act, 40 Pa.C.S.A. §1009.101 et seq.
