The defendants appeal from a declaratory judgment rendered by the trial court which held void appointments of the defendant police officers to posts created by a reorganization of the New Haven police department effective May 1, 1978. The plaintiffs, Thomas Muller and Leonard Gallo,1 hold the ranks of lieutenant and sergeant, respectively, in the department.
