The plaintiffs are taxpayers, electors and residents of Glastonbury.1 The complaint alleges that on December 10, 1978, the named plaintiff, Charles J. Mozzochi, began circulation of a petition calling for the appointment of a charter revision commission by the Glastonbury town council.2 The petition asked that the council direct the commission to take up five specific matters.
