GARRISON, Judge.

This is an appeal from a determination of the City Civil Service Commission of the City of New Orleans, affirming the dismissal of Ronald Paul Ulfers, Sr. from the New Orleans Police Department. From that determination, which we reverse, Ronald Ulfers appeals.

The determination of the Commission finds Ulfers in violation of Articles 26, 27 and 52 of the "Rules for the Administration of the Department of Police," which read as follows:
