This is an appeal by appellant, Ulysses Ford, Jr., from a judgment of the Franklin County Court of Common Pleas affirming a decision of the State Personnel Board of Review finding that it had no jurisdiction over his appeal pursuant to R.C. 124.34 from his discharge from his employment with the State Teachers Retirement System of Ohio because said employer "is an independent agency whose employees are not a part of the State Civil Service System."...
