McCOWN, Justice.

This is an action by Douglas County to recover money allegedly erroneously paid to the Board of Regents of the University of Nebraska for patient care rendered at the Nebraska Psychiatric Institute to indigent mentally ill patients who were residents of Douglas County. The District Court entered judgment against the Board of Regents for $100,199.93, together with interest from the date of payment. The Board of Regents has appealed.
