The second sentence of Welfare and Institutions Code section 707.21 provides that "[n]o minor who was under the age of 18 years when he committed any criminal offense ..." and who was tried as an adult shall be sentenced to the state prison unless he has first been remanded to the California Youth Authority to evaluate his suitability for commitment to the Youth Authority.
