This action is before this Court upon an appeal by Corte Company, Inc., (hereinafter "Corte") from a judgment of the Circuit Court of McDowell County, West Virginia, entered on December 17, 1981, which overruled Corte's motion to alter or amend a previous judgment entered on November 23, 1981. Both judgments denied Corte prejudgment interest, on a contractual debt, which it had sought to recover from the appellee, County Commission of McDowell County...
