Before this court is the plaintiffs' complaint in equity, challenging the constitutionality of an Ordinance of the City of Pittsburgh. It appears from the record that on or about April 3, 1978, the City Council of the City of Pittsburgh amended Ordinance No. 210 of the City Fire Code completely banning self-service gasoline stations within the city limits. This ban remained in effect and unchallenged until the spring of 1982...
