The People appeal adverse rulings relating to the constitutionality of certain provisions of Los Angeles County Ordinance No. 5860 (Ordinance).

The provisions of the Ordinance at issue here relate to licensing of escort bureaus. Section 5331 mandates that "[e]very person conducting, managing or carrying on any escort bureau shall first procure a license and pay an annual license...
