On August 14, 1981, officers of the Michigan State Police, acting pursuant to a search warrant, seized several carnival games, accessories, prizes, and money at the Branch County Fair in Coldwater. Thereafter, a petition was filed in circuit court for forfeiture of the items seized. At the forfeiture hearing, defense counsel conceded the search warrant was properly executed and that one of the games, "Rat Roulette", was a gambling device subject to...
