The plaintiff, a member of the State police, brought this action for declaratory and injunctive relief against the Commissioner of Public Safety. The plaintiff alleges that the Commissioner improperly denied him the right to file a late application for a promotional examination. He claims that the Commissioner should have accepted his application because he was on injury leave at the time of the announcement of the pending examination and he was not informed...
