This matter is before us on the appeal of defendants-appellants, Raymond A. Connor, Administrator of the Ohio Bureau of Workers' Compensation, and National Graphics Corporation ("defendant"), from a judgment of the Court of Common Pleas of Franklin County in favor of plaintiff-appellee and against defendants.
