Appellant, Donald Lesiak, was dismissed from his job with the office of the State Auditor after sending a letter and granting an interview to a newspaper concerning the events which led the city of Cleveland to default on its obligations. The State Personnel Board of Review upheld his dismissal, and he appealed to the court of common pleas pursuant to R.C. 119.12.
