I. INTRODUCTION
Plaintiff's decedent was seriously injured when her heel caught in a defect in the sidewalk in front of the State Office Building in Philadelphia. She initially sued the City and Tony DePaul. After sovereign immunity was abolished in Pennsylvania, the City joined the Commonwealth. A jury returned a verdict in the amount of $50,000 against both remaining defendants.
