This is an appeal by Franklin Township from a judgment of the Court of Common Pleas of Franklin County affirming a decision of the Franklin County Board of County Commissioners which granted the petition of the village of Marble Cliff to detach itself from Franklin Township and create a new township with boundaries identical to the boundaries of the village.
