This appeal presents delicate issues concerning the permissible scope of the Federal Election Commission's subpoena power. The Commission served a sweeping subpoena upon Appellant Florida for Kennedy Committee (FKC) as part of an investigation into the 1979 activities of nine "draft-Kennedy" organizations around the country.
