MEMORANDUM OPINION

CEREZO, District Judge.

On April 27, 1978 plaintiffs filed this civil rights action and requested a temporary restraining order to prevent an allegedly unconstitutional interference with their property. Two weeks later Chief Judge Toledo dismissed the complaint on principles of abstention since at that time there was an almost identical lawsuit pending in the Superior Court of Puerto Rico which also sought similar injunctive remedies....
