Appellant challenges an order of the National Transportation Safety Board (NTSB) which denied him first-class airman medical certification in 1979. Jurisdiction is proper pursuant to 49 U.S.C. §§ 1486, 1903. The Air Line Pilots Association, International, has filed an amicus curiae brief in support of appellant's position.
