This is an employment discrimination case, based primarily on Title VII of the Civil Rights Act of 1964, 42 U.S.C. §§ 2000e et seq. The plaintiff, Carl Rucker, was a supervisor for the defendant, the Higher Educational Aids Board, a Wisconsin state agency that provides counseling services to disadvantaged youths. Rucker, who is black, contends that the Board fired him because he opposed the efforts of his superiors to discriminate...
