Franklin T. Bruce Young sued the United States under the Federal Tort Claims Act, 28 U.S.C. § 1346(b) and §§ 2671-2680 (1976), for injuries he sustained when a fifty-ton Terex water wagon ran over Young while he attempted to repair the unit.
