This is an appeal from a judgment of the district court, dismissing plaintiff's suit against Charity Hospital and the Louisiana Health and Human Resources Administration. Defendants, Travelers Insurance Co., the City of New Orleans, and the New Orleans Police Department (hereinafter N.O.P.D.), reached a settlement with plaintiff in plaintiff's case against the City prior to rendition of judgment.
