The sole issue raised by this appeal is whether Colo.Sess.Laws 1980 ch. 52, 5-3-105 at 444 (Senate Bill 20) is unconstitutional because it was not encompassed by the Governor's call to the legislature as required by Colo.Const. Art. V, § 7.
