DUPLANTIER, District Judge:

On January 12, 1976, Richard Gerald Jordan kidnapped the wife of an officer of a Gulfport, Mississippi, bank, took her to a nearby wooded area, and killed her by shooting her in the head. Jordan was arrested at a roadblock the next day after he had been observed picking up the $25,000 ransom he had demanded.
