This matter started when Tenneco Inc. petitioned the Federal Power Commission (FPC) for a declaratory order validating certain natural gas transactions. The FPC's successor, the Federal Energy Regulatory Commission ("the Commission") eventually dismissed Tenneco's petition, but ordered its newly formed Office of Enforcement to continue investigating all matters raised in the petition.
