This is an appeal from a ruling, granting injunctive relief in favor of the Audubon Park Commission (hereinafter called APC) prohibiting the Civil Service Commission for the City of New Orleans (hereinafter called the CSC) from requiring the APC to issue its payroll checks through the city wide resource allocation management system (hereinafter called RAMS).
