Appellant Gary Sachs was convicted of violating 40 U.S.C. § 318a, 41 C.F.R. § 101-20.304 and 41 C.F.R. § 101-20.305, which, taken together, forbid (among other things) "conduct ... which unreasonably obstructs the usual use of ... elevators" in a federal building.
