On November 30, 1977, an agent of the Bureau of Alcohol, Tobacco, and Firearms and a paid informant met with petitioner Oscar Andiarena to discuss the purchase of stolen firearms. Three days later Andiarena and Lazaro Fernandez sold the agent four .32 caliber pistols.
