This action was originally brought in October 1973 by black citizens of Gadsden County, Florida. Alleging that the at-large election system for electing school board members unconstitutionally diluted the black vote, plaintiffs sought relief under the thirteenth, fourteenth, and fifteenth amendments to the United States Constitution, as well as under 42 U.S.C. §§ 1971, 1973, 1981, and 1983.
