This civil rights action arose out of the termination of the plaintiff, Norbert Serafin (hereafter Serafin), from his employment as Superintendent of the Water and Sewer Department for the City of Lexington, Nebraska. Serafin alleges that he was deprived without due process of interests encompassed by the Fourteenth Amendment's protection of liberty and property, in violation of 42 U.S.C.A...
