In response to a petition by the plaintiff, Emerald People's Utility District, filed on December 29, 1981, we issued an alternative writ of mandamus ordering the defendant, the Chief Judge of the Court of Appeals, to vacate the order of the Court of Appeals denying plaintiff's motion to expedite the briefing schedule in two appeals and to enter an order allowing such motion or show cause why he had not done so.
