When Hector O'Campo stepped off an airplane at the Boise airport, the police were waiting for him. They seized from his jacket a bottle containing phencyclidine (PCP), and took him into custody. O'Campo was convicted of possession of a controlled substance, with intent to deliver, a felony under I.C. § 37-2732.
