ON APPEAL FROM THE POSTAL SERVICE BOARD OF CONTRACT APPEALS

In this contract appeal we are asked to decide whether the Postal Service Board of Contract Appeals (board) should be upheld in denying petitioner interest under the Contract Disputes Act1 (act). We hold that petitioner is not entitled to such interest.
